Upon his release, he began a tour, visiting places like London, France, Sweden, Vatican City, Cuba, and the US to promote a free South Africa. The Convention for a Democratic South Africa (CODESA) began in 1991 at the Johannesburg World Trade Center. Though many ideas were tossed around regarding the improvement of South Africa, no set agreement or plan was reached. Using this as ammunition, the ANC demanded mass action against apartheid legislature and organized the largest strike in South African history on Prestoria. Following the Bisho massacre, Mandela realized that mass action would only lead to more death and violence and resumed peace talks. With the general election of 1994 coming up, the ANC began campaigning and rallying behind Mandela, successfully getting him 62% of the vote.
